Looty Bay
Looty Bay is the city in ROB RUN (Kefir). The 10 September note calls it a place where robberies, deals, the armory, and murders happen every minute. The desert is a different page.
Mask on, mask off
Until the mask goes on you are a civilian. Civilians can walk the block, watch exits, and open a bank account. The mask flips you to criminal. That switch is the whole permission system for street crime in the gameplay overview. There is no separate “robbery mode” button described beyond the mask.

Notoriety climbs the longer you work inside the city. Higher notoriety is tied to better loot and a better payout rate, and to more heat. Kefir does not publish the meter’s numbers. I am not inventing a cap.
Getting the cash off the counter
Sell at a van marked with a dollar sign, or at the Sales Center. The help text says to take the cash off the counter immediately or someone else can lift it. A civilian can hold a bank account and use an ATM. The vault of that same bank is a heist target, which is a useful split: the lobby is a service, the vault is a job.
The bar is a neutral room for trades and roulette, and it does not store much. A party is three players. That cap is from the Looty Bay post, separate from the 100-person clan cap.
