One governor, and a wipe lock
Kefir’s sentence is that there can only ever be one Shadow Governor in the entire game world. That person leads the clan holding the central district. The clan gets the best laundering rate and taxes every other clan. Lose the district and the title goes with it.
A settlement owner cannot be kicked off before the wipe. A resident can lose the plot by missing rent. Hobos are outside the property chain: they have no house to tax, and the essay does not call them tax-exempt in those words. I write “no property,” which is the narrower claim.
District level changes how large the laundering boost is. The essay does not print the boost, the rent, or the cash required to buy a settlement. Those cells stay empty on purpose. The Russian wiki repeats the five names; it does not add a rate card I am willing to promote.
Where a new character stands
Everyone starts as a hobo, fresh out of prison, broke, at Lenny’s motel. The job is to gather a first plot or to buy a settlement outright. Residents then unlock shipments the motel does not offer, plus the Sales Center and a discount on contraband. That is the on-ramp the beginner guide follows.
